Mr Dikgale has a strong international policy background having also worked at the Department of Science and Innovation (DSI) where he led various African Union (AU) and Southern African Development Community (SADC) programmes. Mr Dikgale is a trained policy analyst and a diplomat with vast international experience, particularly on the continent.  Mr Dikgale holds a Master of Economics in Comparative Local Development degree through the Institute for Economic Research on Innovation (IERI) at Tshwane University of Technology (TUT).
