He studied at the University of the Western Cape and the University of London, where he obtained a Master’s degree. He undertook part of his training in the Educational Policy Research and Social Change in Southern Africa (RESA) Project at the Department of Policy Studies, University of London. He began his civil service career in 1994 after the first democratic elections and has served on various international committees, including the National Commission for UNESCO.
